Approvals
Sensitive overrides (granting ADMIN/SUPER_ADMIN, creating an admin login, verifying KYC, reassigning a sponsoring bank, reactivating a frozen login or clearing a loan-default freeze) don't take effect the moment one person requests them — they sit here until enough distinct people approve. You can't approve or reject your own request, and each person can only vote once per request.

Wallets
Create a wallet
Creates a zero-balance wallet. It can only be funded by the wallet owner's own login (an agent's cash-in, a self-registered customer's top-up, etc.) — the admin dashboard can no longer move money into it directly. Attach a login to it below so its owner can do that.

Cash-in / cash-out / transfers
These are no longer performed from this dashboard. Cash-in and cash-out can only be initiated by the agent's own login (from the agent app), and transfers/payments can only be initiated by the paying wallet's own login — an admin session can no longer move money through someone else's float or wallet by typing in its ID. This closes a real fraud vector: previously any valid admin token could impersonate any agent or customer's own transaction. If you need to fix a mistaken transaction, that's a separate, audited reversal action — not yet built here — rather than re-running the same open cash-in/cash-out path.
